Board Meeting Minutes — Thursday, July 23, 2015

The Chairperson, Nancy Eggenberger, called the meeting to order at 7:30 PM

Call to Audience

Approval of Agenda

The agenda was approved as amended by unanimous consent.

Approval of General Meeting Minutes

The minutes were approved by unanimous consent.

Communications

E. Davis shared a letter from Canton Leisure Services director Debbie Bilbrey-Honsowetz, thanking the library for closing during Liberty Fest, thus freeing up parking space for festival-goers.

Director’s Report

The Internet service upgrade (from 50- to 100-megabits) went smoothly; Davis congratulated IT Department Head L. Papa and his team.

The annual staff picnic will be held on Thursday August 27, from 11:30 AM-1:30 PM; the board members are all invited. The Friends of the Library will make the presentation(s) of their annual Education Award scholarship(s) at noon.

Davis reviewed the financial reports, which again indicate that the Professional & Contractual, Insurance and Capital Outlay expenses are still trending high. The rest of the reports indicate that the library is on target at the midpoint of the budget year.

Trustee Comments

Trustee D. Turner asked that Davis re-confirm that, once the bond has been pre-payed, the library will be completely dissociated from the township, and that the library will receive all pertinent documentation that the building and land belong to the library outright. Davis confirmed that a deed to the land and building will be forthcoming, as well as all necessary paperwork. She pointed out that the township has never had any governing authority over the library but that we will continue to be tied to them as, per state statute which states that the library may not collect its own property taxes, the township collects the property tax revenue which it then passes on to the library. Full-time library staff members also receive group dental insurance through the township.

Committee Reports

Issues will be addressed during discussion of the proposed 2016 budget.

Story of the Month

Circulation Services Department Head Nancy Szczepanski presented historical circulation statistics for CPL and comparable libraries, demonstrating that the downturn in item checkouts over the past few years is not an alarming trend. Rather, the spike in items circulated appears to have been an anomaly related more to the downturn in the economy which began in 2009. It is therefore not unexpected that circulation figures dip back down to more historical levels now that the economy is healing.

Trustee T. Hartnett expressed a desire to leave the meeting early, due to illness.

As there would no longer be a quorum present, D. Turner moved and M. Farell supported a motion to postpone the remaining agenda items and adjourn the meeting, using the remaining time as a study and discussion session.

The motion passed unanimously, 15/7-23-1
