The agenda was approved as amended by unanimous consent.

Approval Of General Meeting Minutes

The minutes were approved by unanimous consent.

Communications

Correspondence from past Board member James Gillig was passed around.

Report Of The Library Director

Board members are welcome to attend both the volunteer (Dec. 13) and staff (Dec. 6) holiday parties.

The security camera installation previously authorized by the board is being done this week.

Tara Gist of MERS will attend the December board meeting to discuss retiree health care. S. Rzetelny will attend a meeting sponsored by Butzel Long to find out more about the state’s 80/20 employee health care option.

Board 2011 Holiday Party — Once all responses have been received (November 22) C. Van Auken will notify the other board members of how much food they should bring to the holiday party.

Proposed Resolution to assign Fund Balance under GASB Statement #54, "Fund Balance Reporting and Governmental Fund Type Definitions"

C. VanAuken moved and J. Fausone supported a motion to approve the following resolution as presented:

Whereas the Governmental Accounting Standards Board (GASB) has issued Statement No. 54 — Fund Balance Reporting and Governmental Fund Type Definitions, which changes terminology used for fund balance reporting on the balance sheets of Governmental Funds; and

Whereas the GASB statement No. 54 creates the category of “assigned” fund balance, which is used to report amounts constrained by the Canton Public Library’s intent to use the amounts for a specific purpose, but which are neither restricted nor committed as defined by GASB statement No. 54;

Whereas GASB Statement No. 54 allows governmental entities to designate an official to assign portions of fund balance for specific uses;

Now, therefore, be it resolved that the Canton Public Library Board of Trustees hereby authorizes the Director to indicate the Canton Public Library’s intent to assign fund balance for a specific purpose for financial reporting purposes.

The motion passed unanimously 11/11-17-1

Proposed amendment of Employee Policy Handbook Section V (Time away from work) Subsection D (Illness) pro-rated sick time allowance chart — E. Davis explained that the amendment was a correction for an administrative error that was made in the sick leave policy.

J. Fausone moved and K. Schulz supported a motion to amend the Employee Policy Handbook Section V to pro-rate the sick time allowance chart as presented.

The motion passed unanimously 11/11-17-2

Proposed purchase of IDenticard system — Davis said that using the new system in-house would be both more convenient and cost effective than using the present security ID card provider, and that the software could be used for creation of volunteer ID badges, as well.

K. Schulz moved and D. Turner supported a motion to approved the purchase of the IDenticard system as outlined in the proposal.

The motion passed unanimously 11/11-17-3

Nomination of 2012 Officers — While the chair and vice chair may run for a second term, the secretary/treasurer is term-limited. Davis also reminded members that the new officers will only serve through October, as officers elected in the 2012 elections will take office at the November 2012 meeting.

Director's evaluation — Davis will send her self-evaluation to M. Siegrist, who will solicit comment from board and staff members and will forward a summary to the rest of the board.
